Finally, the timezone offset is stored in a 16-bit short integer, as the number of minutes difference from UTC.
One tradeoff of storing the offset in minutes is that timezones with fractional minutes are not supported.
I don't believe there are any timezones in active use that use fractional minutes, but some historical ones such as Liberian Time and Amsterdam Time did.
